Legislation is being introduced to extend funding for the Neighborhood Revitalization Program (NRP) through 2019. The House Bill (HF 3821) is being sponsored by Rep. Karen Clark, Rep. Joe Mullery, Rep. Jim Davnie, and Rep. Neva Walker. The Senate bill is being sponsored by Senator Patricia Torres Ray.
The proposed legislation would extend Minneapolis; pre-1979 tax increment financing (TIF) districts for 10 year (through 2019) and allocate the tax increments from these districts to the county, city, and school districts in proportion to their tax rates (thus allowing all these entities to continue to receive revenue), with the city's share to be divided between the City and NRP. This legislation supports the continuation of NRP for another 10 years at a dedicated funding amount of $12 million per year and overseen by an independent governing board
Contact your State Legislators and County Commissioner and tell them that you support the HF3821 and Torres Ray bills that:
Extend the Common Project TIF districts, with the City of Minneapolis' portion to be split equally between the City and NRP.
Requires that NRP continues to be governed by an independent governing board.
